What this index actually measures.

The VIX reflects the market’s expectation of 30-day volatility derived from S&P 500 option prices. It is often associated with fear, but it is not a direct poll of emotions and is not a 0–100 fear-and-greed score.

The labels below 20, from 20 to 30, and at least 30 are this notebook’s reading guide, not official Cboe sentiment classifications. Low volatility does not mean low risk; high volatility does not identify the exact bottom.
